Bitcoin OTC market volume is huge (CZ). But from August it dropped a lot. Why is it a good sign?

Bitcoin trading volume on OTC market is hard to estimate properly, but according to some studies and (rumors) its volume is at least 50% of the whole market. However, in August it was up to 75%. Does the drop in the volume happens due to the lack of the supply? And would this turn out to be the reason for whales decision to let BTC rise?
