Negan is the longest surviving bad guy on The Walking Dead and the most ruthless thus far. Shane was certainly unpleasant, and so was The Governor, but when it comes to cruelty and domination over others, nobody beats Negan.

Negan’s story in the show is very similar to that of the comics.
