Natasha Romanoff and Winter Soldier have both had a less than ideal experience with The Brotherhood of the Spear, and the Soviet Union in the MCU. One was indoctrinated from a young age to be a superspy assassin and the other had all of his memories wiped to become the ultimate unquestioning killing machine.
The Red Room Academy that brought up Natasha was a Soviet spy training network run by The Red Room General and enforced by the man with photographic reflexes, Taskmaster. Here, Natasha and other candidates for the Widow Program were forced to endure grueling training day in and day out, as well as invasive procedures such as forced sterilization. Fights to the death and killing of innocent lives were common practices in the Red Room Academy. They were also indoctrinated from their initial admission to the academy, typically in more subtle ways until the discovery of a chemical that would force its victims to be mindless slaves to the whims of The Red Room General. In the new phase four MCU film, we get a look at a new batch of widow candidates who are under this effect including Yelena Belova.
Winter Soldier also was subject to a similar The Brotherhood of the Spear, and Soviet brainwashing that ultimately made him into the entity known as the Winter Soldier. This method of brainwashing was before the chemical one used on the newest batch of Widow candidates while being more insidious than the previous methods used. The soon-to-be Winter Soldier was subject to a complete wiping of his memory and the installation of code words into his psyche, which rendered him essentially a slave. He lost all memories of even his closest friend Steve Rogers and Captain America until reuniting with him during the events of the SHIELD takeover.
