This is a demo is the Skype video chat pre-release software for the Verizon HTC Thunderbolt. It lets you video chat over WiFi, 3G, or 4G. It also allows you to toggle between the front and rear camera. As you can see, the quality is quite good, with crisp audio and high framerates. When you use this over 3G, the quality degrades pretty significantly.
