U.S. Army (HQDA) PA&E Enterprise Resource Allocation: Migration to the Cloud

The Army Program Analysis & Evaluation (PA&E) is the Army's lead for matching available resources to the services defense strategy and the overall Army plan. To do this, the PA&E maintains, among other authoritative systems, Army cPROBE: a collection of applications and databases used throughout the Army's Planning, Programming, Budgeting and Execution (PPBE) process. In 2018, the Army PA&E teamed with AWS to bring this critical Army resource planning and allocation system to AWS GovCloud (US). In this session, we discuss the drivers behind the PA&E's decision, key technical considerations for the cloud migration, and the journey to Authority to Operate (ATO), as well as how this project has improved resource allocation across the US Army.
