In Windows Phone 7, when you're on a call, you can continue to use the device. At any time, you can get back to the phone function by tapping the notification at the top of the screen, which will drop an phone-app overlay on whatever you're doing.

To make a call, you can do so in many ways. You can pin a favorite contact to your Start screen, you can enter the People hub and search your address book, or you can access your call history.
