I thought this was an interesting shot taken with the just released today (10/2/13) Galaxy Note 3 from T-Mobile. I was shocked at the clarity of detail that was captured with the over sampling that 4k provides when when viewed on a 1080p screen, but the footage was fairly shaky. When shooting in 1080p you can turn on video stabilization, but in 4K that is not possible. It is a noticeable difference. Of course, you could stabilize in post production software like After Effects if you really wanted 4K video and you wanted stable footage.
Why is it awesome to have 4k video on phone? There are a number of reasons: 1) It allows you to crop to whatever parts of the video you want (cropping down to follow someone and still have it be 1080+ resolution) 2) it allows you to do extreme stabilization in post production if you want. 3) The oversampling of capturing in 4k provides much greater detail when reexported to 1080p.
There is still noticeable rolling shutter effect, like on pretty much all digital cameras. Overall, I was really impressed.
