In the United States phones and phone plans are almost synonymous. You can't get one without the other, and you're generally limited to the make and model of phone depending upon your selected carrier. US carriers also offer discounted phones -- as long as you sign up for a multi-year contract with them. Is this hurting OS upgrades on those subsidized phones?
