Using tools from operator algebras, such as ternary rings of operators (TRO) and the notion of independence we investigate Stinespring spaces of quantum channels obtained by perturbation. We prove bounds for the quantum capacity, private capacity and strong converse rates for the class of TRO channels accessible to this method. TRO channels are in general not degradable. In particular, we find a non-degradable example for which our estimates are tight, and the strong converse holds.
