Open as a Disruptor for Government (Google Cloud Next '17)

How do you get an organization that is spending more than $10bn a year on the technology for its administration to change course? How do you keep the lights on and re-engineer the technology to be radically smaller, simpler and cheaper? How do you introduce cloud first policies? It's about culture change, it's about collective leadership, it's about trust and a lot of it is about removing blockers. We started with the Square of Despair - the four blockers of technology change - Procurement, Capability, Security, and Legacy. We aimed to build a digital government based on user needs. We needed a pretty serious dynamic to help us. That dynamic was to be OPEN. In this talk, Liam Maxwell explains what we did and he is very, very keen for feedback.
